The resumption of all-program draws, after an 18-month pause that began in December 2020, has allowed\u00a0<a style=\"color: #000000;\" href=\"https:\/\/www.canadavisa.com\/ircc.html\">Immigration Refugees and Citizenship Canada<\/a>\u00a0(IRCC) to work towards,\u00a0 pre-pandemic targets of Express Entry invitations.<\/span><\/p>\n<p><span style=\"color: #000000;\">Over the year, the department has been working towards<a style=\"color: #000000;\" href=\"https:\/\/www.cicnews.com\/2022\/12\/canadas-immigration-backlog-has-decreased-to-2-2-million-1232194.html#gs.l6ih5o\">\u00a0clearing the backlog of applications<\/a>\u00a0and raising\u00a0<a style=\"color: #000000;\" href=\"https:\/\/www.canadavisa.com\/canada-immigration-levels-plans.html\">immigration targets<\/a>\u00a0for the coming years.<\/span><\/p>\n<p><span style=\"color: #000000;\">Express Entry application management system manages applications for skilled workers, or economic class immigrants, who wish to come to Canada through a Federal High Skilled immigration program.<\/span><\/p>\n<p><span style=\"color: #000000;\">If a candidate meets Express Entry program criteria, they may gather the necessary supporting documentation and upload a profile to the IRCC website. They will then be assigned a\u00a0<a style=\"color: #000000;\" href=\"https:\/\/www.canadavisa.com\/express-entry-comprehensive-ranking-system.html\">Comprehensive Ranking System<\/a>\u00a0(CRS) score, which is used to rank all candidates in the application pool against each other. Those with the highest scores are more likely to receive an\u00a0<a style=\"color: #000000;\" href=\"https:\/\/www.canadavisa.com\/express-entry-invitation-to-apply-for-permanent-residence.html\">Invitation To Apply<\/a>\u00a0(ITA) for permanent residence.<\/span><\/p>\n<h3><span style=\"color: #000000;\">Number of ITAs<\/span><\/h3>\n<p><span style=\"color: #000000;\">Ministerial instructions show that over the 23 draws in 2022, there were 46,538 ITAs issued to\u00a0<a style=\"color: #000000;\" href=\"https:\/\/www.canadavisa.com\/express-entry.html\">Express Entry<\/a>\u00a0candidates. This number includes draws between January and July, which were exclusively for candidates in\u00a0<a style=\"color: #000000;\" href=\"https:\/\/www.canadavisa.com\/provincial-nomination-program.html\">Provincial Nominee Programs<\/a>\u00a0(PNPs). The total ITAs for just all-program draws, which began in July and spanned the rest of the year, was 35,750.<\/span><\/p>\n<p><span style=\"color: #000000;\"><a style=\"color: #000000;\" href=\"https:\/\/www.cicnews.com\/2022\/04\/ircc-to-resume-fswp-and-cec-invitations-in-july-and-offer-open-work-permit-to-pgwp-holders-0424699.html#gs.l6ozjz\">Last April<\/a>,\u00a0<a style=\"color: #000000;\" href=\"https:\/\/www.canadavisa.com\/canadas-immigration-minister.html\">Immigration Minister Sean Fraser<\/a>\u00a0announced that all-program Express Entry draws would resume in July this year.\u00a0<a style=\"color: #000000;\" href=\"https:\/\/www.cicnews.com\/2022\/07\/express-entry-canada-expected-to-invite-fswp-and-cec-candidates-today-0726782.html\">The first draw took place on July 6<\/a>\u00a0and a total of 1,500 candidates were invited.<\/span><\/p>\n<p><span style=\"color: #000000;\">The overall number of ITAs is lower than it has been in the past due to the pause in draws over the first six months of the year. The July 6 draw was the smallest. Over the following ten draws, the number increased by increments of either 250 or 500 candidates each time until reaching the highest number of ITAs on\u00a0<a style=\"color: #000000;\" href=\"https:\/\/www.cicnews.com\/2022\/10\/express-entry-crs-score-drops-to-496-1031579.html#gs.l6p5g9\">October 26<\/a>,\u00a0<a style=\"color: #000000;\" href=\"https:\/\/www.cicnews.com\/2022\/11\/canada-invites-4750-candidates-in-latest-express-entry-draw-1131793.html#gs.l6pg7p\">November 9<\/a>\u00a0and\u00a0<a style=\"color: #000000;\" href=\"https:\/\/www.cicnews.com\/2022\/11\/canada-invites-4750-candidates-in-the-most-recent-express-entry-draw-1132038.html#gs.l6pbme\">23<\/a>\u00a0with 4,750 candidates invited in each draw.<\/span><\/p>\n<h3><span style=\"color: #000000;\">CRS scores<\/span><\/h3>\n<p><span style=\"color: #000000;\">The most recent Express Entry draw saw the lowest minimum\u00a0<a style=\"color: #000000;\" href=\"https:\/\/www.canadavisa.com\/express-entry-comprehensive-ranking-system.html\">Comprehensive Ranking System<\/a>\u00a0(CRS) score at 491.<\/span><\/p>\n<p><span style=\"color: #000000;\">Since draws started again, there has been a decline of 66 points over ten draws. The CRS score for the first draw in July was 557.<\/span><\/p>\n<p><span style=\"color: #000000;\">After draws resumed on July 6, each subsequent draw saw a drop in the minimum score. The first several draws saw declines of between six to eight points. The last three draws saw the smallest drops of between four to two points.<\/span><\/p>\n<p><strong>This news was obtained from\u00a0<span style=\"color: #ff0000;\">www.cicnews.com<\/span><\/strong><\/p>\n<h3><span style=\"color: #000000;\">Stage set for Express Entry changes in 2023<\/span><\/h3>\n<p><span style=\"color: #000000;\"><strong>Updated NOC<\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\">On November 16,\u00a0<a style=\"color: #000000;\" href=\"https:\/\/www.cicnews.com\/2022\/11\/express-entry-candidates-will-be-impacted-by-noc-changes-implemented-today-1131758.html#gs.l6pk9y\">IRCC officially made the transition from NOC 2016 to NOC 2021<\/a>.<\/span><\/p>\n<p><span style=\"color: #000000;\">Under NOC 2016, Express Entry candidates required work experience classified under NOC skill types 0, A or B. IRCC\u2019s shift to NOC 2021 has shifted to the Training, Education, Experience and Responsibilities (TEER) system.<\/span><\/p>\n<p><span style=\"color: #000000;\">The intent of the new system is to help better understand a candidate\u2019s qualifications and experience in an occupation to ensure they can integrate more easily into Canada\u2019s labour force. Also, under the TEER system, there are 16 occupations newly eligible for Express Entry programs.<\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>Targeted draws<\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\">Last June, Bill C-19 received Royal Assent in Canada\u2019s Parliament.\u00a0<a style=\"color: #000000;\" href=\"https:\/\/www.cicnews.com\/2022\/06\/canada-wants-to-change-express-entry-a-look-at-the-pros-and-cons-0625842.html\">Under the Bill<\/a>, the immigration minister now has the authority to invite Express Entry candidates based on an economic need instead of their CRS score as the main criteria.<\/span><\/p>\n<p><span style=\"color: #000000;\">The minister said although Express Entry already gives Canada a competitive advantage, there is room for improvement.<\/span><\/p>\n<p><span style=\"color: #000000;\">\u201cWhere [the Express Entry system] could be improved is at present if there are particular challenges that your economy is facing, it might be facing in the long term.
